The New York City Department of Housing Preservation and Development (HPD) is the largest municipal housing agency in the nation. The agency’s mission is to promote the quality and affordability of the city’s housing stock, by enforcing housing quality standards, financing the construction and preservation of affordable housing, ensuring sound management of more than 4,000 buildings, containing 84,000 units in HPD’s Asset Management portfolio, and engaging in comprehensive planning to strengthen neighborhoods across the five boroughs.

Commissioner Torres-Springer will discuss the impact of possible cuts to federal funding, which accounts for 86% of HPD’s budget; the Housing New York Plan; streamlining the regulatory process for affordable housing; enforcement work to address housing quality and tenant protection; affordable homeownership; Mandatory Inclusionary Housing; the rezoning of East Harlem; etc. She will also respond to questions from the media in attendance.
